THE AGENCY

THE DIVISION
The Division of Virginia State Parks fulfills its mission “to conserve the natural, scenic, historic and cultural resources of the Commonwealth and provide recreational and educational opportunities consistent with the good stewardship of these lands, waters and facilities that leaves them unimpaired for future generations” by operating a system of 44 state parks that encompass over 75,000 acres; over 1200 buildings, almost 1700 campsites; over 300 cabins; over 700 miles of trails; nearly 500 miles of shoreline; 36 lakes and ponds; 11 swimming beaches; 4 international dark sky sites, and offers over 20,000 educational programs and workshops each year.

Managed by a full-time staff of 275 and a wage staff of 1000+ during the prime season, Virginia’s award-winning state park system boasts an incredible and diverse array of natural, cultural, historical, and recreational resources including parks in the mountains, on the ocean, on the Chesapeake Bay, on 8 major rivers, on 4 major lakes, 4 rail trails, 3 battlefield sites, and 32 sites listed on the National Historic Registry. THE OPPORTUNITY
As the Ranger Conservation Corps Program Manager (RCC Manager) for Virginia State Parks, you will be responsible for developing, managing, implementing, evaluating and refining the Ranger Conservation Corps Program. The RCC Manager is a hands-on leader and primary coordinator of the program hosted at parks across the state park system. The program provides career pathways for participants seeking employment with DCR, State Parks, and conservation agency partners. The Ranger Conservation Corps provides basic training and encompassing work experiences that support the mission and core values of DCR and Virginia State Parks. In this position, you will be the visionary for recruitment strategies and program experiences.

In addition to the programmatic focus, the RCC Manager also completes all administrative functions associated with the program including budget management, procurement, human resource processes, marketing and correspondence in support of the program. You will interact with colleges, universities, and non-profit organizations; staff in host parks and program areas; colleagues within the division and department; and program participants. Success of the program requires working with external and internal partners at all levels


Minimum Qualifications

  • Experience managing a career development program such as internships, apprenticeships, practicums, AmeriCorps, or other job experience-based training programs.
  • Experience developing or coordinating skill specific training programs.
  • Experience implementing strategies for embracing and recruiting diverse groups of people into a program, including familiarization with best practices in recruitment.
  • Experience building relationships with a variety of program partners and stakeholders.
  • Leading staff and coordinating with others to accomplish goals.
  • Demonstrated experience utilizing software for program coordination and management.
  • Excellent verbal, written, and in-person communication skills.

Additional Considerations

  • Experience with budget development, tracking, and management.
  • Ability to complete a variety of state (or similar) human resources processes.
  • Ability to complete state (or similar) procurement processes.
  • Experience utilizing social media or other forms of communication for marketing and publicity.
  • Experience working in an outdoor recreation, natural resources, or conservation organization.

  • Free parking or admission to all Virginia State Parks.
  • DCR classified, retired, and wage staff (after six months of service) are entitled to overnight facility discounts such as:
    • Free camping outside of the Memorial Day weekend to Labor Day period in sites designed for up to six people.
    • Free camping Sunday night through Thursday night (excluding the night prior to a holiday) from Memorial Day weekend through Labor Day.
    • Fifty percent discount on cabins (up to 3 bedrooms) outside of Memorial Day weekend to Labor Day, for a maximum of 14 nights. All reservations require a two-night minimum. Bunkhouses, camping cabins, and yurts are included; one night yurt stays only receive a 25% discount.
