THE DIVISION

The Division of Dam Safety at DCR is looking for the best and the brightest the Commonwealth has to offer! The Division of Dam Safety has an award-winning team and data tracking system that positions the division as a leader in dam safety. Dam Safety staff work to provide for proper and safe design, construction, operation, and maintenance of dams to protect public safety. Dam Safety offers technical assistance and community education, coordinate with other state and federal agencies, and receive and provide grant funding through federal and state sources.

The Division of Dam Safety has a mission to protect the lives and property of the Commonwealth’s citizens through the implementation and administration of Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20).

THE OPPORTUNITY

The Chief Dam Safety Engineer will manage a complex organizational unit comprised of professional engineers, attorneys, and support staff; apply knowledge of civil engineering, stormwater management, administrative and business processes, programmatic and operational controls, personnel management, and budgetary controls; oversee the management and direction of dam safety programs consistent with federal and state laws, regulations, and DCR management principals and policies; effectively interact with diverse constituencies including government officials and citizens on matters relating to the Dam Safety Program, including resolution of major issues affecting the public or dam owners, and consults on legislative issues; serve on the Agency Legislative Team representing Dam Safety; develop program improvements and seek approval to implement, including changes to policies, statutes, and regulations; facilitate regulatory and statutory review committees; directly oversee Dam Safety field operations during dam failures and other emergencies; approve dam permits and certificates; and, when needed, substitute for regional dam safety staff whenever an absence or vacancy necessitates it.

Minimum Qualifications:

  • Professional Engineer (PE) License.
  • Extensive professional experience with civil engineering.
  • Considerable experience supervising staff.

Additional Considerations:

  • Knowledge of laws, regulations, policies, procedures, and programs related to Dam Safety and Impoundment Structure Regulations.
  • Experience with facilitating stakeholder groups.

Special Instructions:

A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
