THE AGENCY 

The Virginia Department of Conservation and Recreation is the state’s lead conservation agency and it takes a diverse agency to work for a diverse commonwealth. DCR works with Virginians to conserve and enhance their lands, and improve the quality of the Chesapeake Bay and Virginia rivers and streams DCR protects what people care about – access to the outdoors, natural habitats, open spaces, clean water and safe outdoor recreation infrastructure. 

THE DIVISION 

The Division of Dam Safety & Floodplain Management at DCR is looking for the best and the brightest the Commonwealth has to offer! And right now we’re in need of a qualified, dynamic, motivated individual to join our team as a Mapping Engineer for Dam Safety and Floodplain Management. 

The Division of Dam Safety and Floodplain Management has an award winning team and data tracking system that positions the division as a leader in dam safety and floodplain management. Dam safety staff work to provide for proper and safe design, construction, operation and maintenance of dams to protect public safety. The floodplain management team is charged with improving Virginia’s flood protection programs and is designated as the coordinating agency of the National Flood Insurance Program and resilience planning efforts. Both Dam Safety and Floodplain Management, offer technical assistance and community education, coordinates with other state and federal agencies, and receives and provides grant funding through federal and state sources.

The Dam Safety and Floodplain Management team has a mission to protect the lives and property of the Commonwealth’s citizens from natural and manmade flooding through the implementation and administration of Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4VAC50-20).

 

THE OPPORTUNITY

This position serves as the principal staff for performing Dam Break Inundation Studies in accordance with § 10.1-606.2 and for simplified inundation studies pursuant to § 10.1-604.1.  Dam Break Inundation Studies and simplified mapping for Low Hazard Dams shall utilize various hydrologic and hydraulic software such as the Army Corps of Engineers HEC-HMS or HEC-1 program, HEC-RAS, etc.  The position will be the point of contact for dam owners and localities on mapping issues.  The position will work with and advise the regional engineering team and management in determining best technologies for mapping and to keep strategies and techniques current and cost-effective.  The position is responsible for oversight of database operations, for producing required reports, and for maintaining the accuracy and completeness of the records.  The position will develop and implement strategies to advance dam owner and locality understanding of the need for accurate and up-to-date Dam Break Inundation Studies.  The position may be required to assist regional dam safety engineers with their duties and may be required to review technical documents submitted by dam owners and their consulting engineers and to make recommendations for the issuance or denial of certificates and permits and other corrective action measure recommendations in accordance with sound engineering principles and the Virginia Dam Safety Act (§ 10.1-604 et seq.) and Impounding Structure Regulations (4 VAC 50-20).     In the role, the selected candidate will: 
 

Fulfill the agency’s mission to protect lives and property 

Participate in public engagement with state, local, federal and community partners and is a critical team player in the delivery of relevant training, technical assistance, outreach and education awareness messaging across the Commonwealth 

Conduct safety inspections, issues operation and maintenance certificates and permits, monitors construction and alteration activities, and ensures technical documents meet regulatory standards in accordance with Code of Virginia  

Support Regional Engineers on an as needed basis with safety inspections, issuance of operation and maintenance certificates and permits, monitoring construction and alteration activities

This incumbent of this position also staffs the emergency operations center during emergencies and participates in dam related emergency drills and exercises. 

 

Minimum Qualifications

Extensive working experience demonstrating considerable knowledge and implementation of engineering principles of hydrology, hydraulics, soils, foundations, dam design, construction and maintenance, and the development and review of dam breach parameters.   

Considerable knowledge and understanding of the Dam Safety Laws and Impounding Structure Regulations.   

Ability to communicate effectively both orally and in writing by effectively articulating when providing customer service/technical assistance, delivering training, reviewing and completing technical documents and reports, and maintaining regulatory documents.

Considerable working experience, which demonstrates the ability to make sound engineering decisions, and provide factual and sound engineering advice. 

Extensive working experience, which demonstrates proficiency in GIS, word processing, spreadsheet, database, and presentation systems/software.  

Degree in civil engineering, agricultural engineering, related engineering disciplines or a combination of education/training and experience to provide the needed knowledge and abilities in those fields.  

As a condition of employment, this position requires a current VA Professional Engineer’s (PE) License or the ability to obtain within six (6) months of hire.

Preferred Qualifications

Advanced Degree in civil engineering, agricultural engineering, and related engineering disciplines.

Additional training in soils, foundations, dam design, construction and maintenance.

 

Special Requirements

Valid Driver’s License and ability to travel by car. Must possess the ability to traverse outdoor environments, work in all weather conditions, and be exposed to environmental elements.

As a condition of employment, this position requires a current VA Professional Engineer’s (PE) License or the ability to obtain within six (6) months of hire.
