Job Duties
The Virginia Department of Conservation and Recreation is the state’s lead natural resource conservation agency and it’s our mission to protect what Virginians care about—natural areas, parks, clean water, dams, open space, and access to the outdoors. At the core of our agency’s mission are efforts related to land conservation. Leading this charge is DCR’s Land Conservation and Real Property team, a group of dedicated professionals committed to the principles and practices of preserving our state’s natural resources for future generations. We’re looking to find another person of the same caliber to join this group as the Real Property Stewardship Specialist and help further their legacy of success. This position will serve in an agency support role by stewarding DCR’s owned lands and open-space easements through the monitoring and enforcing open-space and CREP easements, processing new conservation easement requests, processing utility and access easement applications on owned lands, processing property quitclaims and surpluses, processing leases of owned lands and enforcing the boundaries of owned lands. Agency owned lands include 41 state parks and 66 natural area preserves in 68 localities across the Commonwealth. We are growing each year, with an increased need to protect our conserved lands.
This is a field position and telework options are available, including reimbursement for work-related travel expenses.
Minimum Qualifications
Top candidates must also demonstrate a knowledge of land conservation and land management issues, legal instruments, deed restrictions, easements, property boundary enforcement, and property encroachment mitigation. In addition, top candidates will possess:
(1) Strong communications, problem solving, creative thinking, and record keeping skills;
(2) Experience with interpreting and managing complex legal issues, including the ability to prioritize and manage land conservation threats with multiple and ever-changing variables, timeframes, and deliverables, and;
(3) Demonstrable knowledge of, and experience in, natural resource and land conservation practices, project management, and the ability to work independently, yet be responsible to a team environment.
Additional Considerations
(1) Possess an undergraduate or advanced degree related to land conservation, land management, natural resources, real estate, planning or a closely related field;
(2) Experience with handling multifaceted issues relating to deed, survey, and title research and review;
(3) Knowledge of interpreting and applying the laws and policies of Virginia that relate to land conservation and real property;
(4) Assistance with the processing and reporting of leases on lands, office space, and employee housing;
(5) Knowledge of natural resource and land conservation practices and project management; and
(6) Demonstrate effective communication with landowners, land trusts, and other land conservation partners
