The document contains active links to localities' Bay Act related web content, if available, as well as to local and CBLA contacts. Phase I program elements were the first elements of a local Bay Act program to be developed. Included in this phase is the designation of local Chesapeake Bay Preservation Areas (including RPAs and RMAs, click here for explanation) and development and adoption of local ordinances that include the required performance criteria.
