DCR and the Virginia Poultry Federation now offer a poultry litter transport
incentive program to facilitate the efficient use of poultry litter as a crop
nutrient source in areas that most benefit from those nutrients. The aim is
to encourage development of self-sustaining poultry litter markets in areas
outside of the main poultry producing counties. Through the program, assistance
is provided at the rates of $5 or $12 per ton of litter to help cover additional
transportation costs.

Requirements
- Poultry litter must originate on farms in Page and Rockingham counties.
- To receive an incentive payment through this program, litter cannot be
transported to a final destination within Accomack, Augusta, Northampton,
Page, Rockingham or Shenandoah County.

- Up to 500 tons of litter may be eligible per end-user per incentive request.
Subsequent requests may be submitted after a request for payment, with all
forms completed, has been received on the previous request.
- Completed Poultry Litter Transport Incentive
Request Forms (DCR199-184.doc) are valid for 12 months from the date of approval of the current request.
If litter applications are not made within 12 months, a new form will need
to be submitted for consideration.
- Total payment is based on tonnage shown on certified scale weight tickets.
- A Nutrient Management Plan (NMP) must be prepared by a Virginia Certified
Planner for the fields to receive poultry litter.
- The end-user agrees to fully implement their NMP.
- Poultry litter must have been analyzed within the previous three years
to determine nutrient content and final application rate for nutrient management
plan development. If analysis is unknown at the time the plan is being written,
litter analysis shown in Table 8-4, Average Analysis
for Manure Tested in Virginia, in the Virginia Nutrient Management
Standards and Criteria, Revised October 2005, maybe used to develop the
initial plan submitted with the incentive request form for this program.
- Fields eligible for payment must have a Virginia Tech soil test phosphorus
fertility rating of M+ or lower. See the the box on the Field
Application Record Form for correlation of other soil testing laboratories.
- No mortality (composted or otherwise) can be shipped as part of this incentive
program. Litter containing mortality in any form will not qualify for payment.
- Litter with moisture greater than 35 percent is ineligible for payment.
- The receiving farm must have a safe off-loading site that does not pose
an undue risk to water quality. These sites must be identified in the NMP.
- Those on the receiving farm must store litter according to buffer requirements
identified in the NMP’s Special Conditions and cover litter if it’s
stored more than 14 days. These sites must be identified in the NMP.
- Vehicles used to transport poultry litter, including any application equipment,
must contain the poultry litter within the cargo area without loss while
operating on a public road.
- Spot checks for compliance with these program requirements may be performed
by the Virginia Department of Conservation and Recreation.
How to apply
- To apply for the payment, the applicant must complete and return the included
Poultry Litter Transport
Incentive Request Form (DCR199-184.doc), a W-9
tax form (PDF) and a current NMP for the fields receiving litter

- Once the forms and NMP are received, they are reviewed by DCR staff. The
incentive request must be approved by DCR prior to litter transport.
- Once a Poultry Litter Transport Incentive
Request Form has been approved
for incentive payment and after litter has been applied, submit to the above
address the following completed forms:
- Next the payment is processed, and DCR sends the incentive payment to
the party who submitted the incentive request form.
