Virginia ESC Training
and Certification Program
The Virginia Erosion and Sediment Control Training and Certification Program is designed to equip local, state and federal government officials, private developers, contractors and consultants with a comprehensive understanding of the state's technical and administrative standards mandated by the Virginia Erosion and Sediment Control Law, Regulations and Certification Regulations (VESCL&R).
Here are the program's two tracks:

Erosion and Sediment Control Certification Program. This program is primarily meant for local and state officials required by the VESCL&R (Section 10.1-561.1) to obtain certain certifications to implement the ESC Program across the state. This program is conducted by DCR through classroom training and proctor-assisted examination. DCR also offers online re-certification for ESC Inspectors, Program Administrators, Plan Reviewers and Combined Administrators in the third year of their certification.

Responsible Land Disturber (RLD) Certificate of Competence Program. The RLD program is aimed at a broader audience, which includes all those required by the VESCL&R (Section 10.1-563B) to obtain an RLD certificate of competence to conduct a regulated land disturbing activity in the commonwealth. It is managed by DCR through educational materials and an online examination available via DCR's website.
