Environmental Specialist II (Stormwater Compliance Specialist) Pos # 00701, Closes 5/10/13This position is being Re-Advertised. Effective June 25, 2013, this position will be one of multiple positions permanently assigned to the Department of Environmental Quality. Position #00701 is located in Richmond Virginia.
The successful candidate will provide technical assistance, plan review and approval and compliance inspections for land disturbing activities covered by the Virginia Erosion and Sediment Control Act and the General Permit for Stormwater Discharge from Construction Activities to insure land development projects adhere to state and federal law. Review local government stormwater and erosion and sediment control programs to check for consistency with applicable laws and regulations. Respond to complaints and recommend for enforcement actions. Additional position responsibilities include teaching certification workshops and supporting regional water quality initiatives.
Minimum Qualifications: Experience in stormwater management and erosion and sediment control site inspection, plan design and review, knowledge stormwater, erosion, and sediment control laws and regulations, knowledge of engineering, soil conservation practices and hydraulics/hydrology and/or soil principles related to land development. Ability to work effectively with diverse groups of people and to communicate clearly both orally and in writing, computer literacy in word processing, spreadsheets, and databases is required. DCR Certification as a Combined Administrator or ability to obtain within 12 months of employment is required.
Preferred Qualifications:Graduation from an accredited college or university or a combination of training sufficient to demonstrate competence in job performance. Experience teaching training and certification classes; experience working with local governments, engineers, consultants and land development professionals. Strong candidates will exhibit advanced skills, training /or certification in stormwater and erosion control, enforcement programs, communications & management approaches to natural resources.
Special Requirements: The incumbent of this position may also be required to work some evenings, additional hours when needed, and do an extensive amount of daytime travel. Must be capable of lifting up to 50 lbs.; must be able to climb, stand, pull, bend, and perform physical tasks requiring manual dexterity throughout portions of the workday. Must be capable of working while exposed to environments containing dust. Must possess a valid driver's license.
