The Chesapeake Bay Local Assistance Board (CBLAB) consists of nine Tidewater Virginia residents appointed by the Governor, subject to confirmation by the General Assembly. The Board consists of at least one individual from each of the nine Planning Districts in existence when the Act was adopted and in which there is located one or more Tidewater Virginia localities. In 1990, the Peninsula PDC was merged into the Hampton Roads PDC.
The CBLAB meets regularly with DCR staff and the public to carry out their duties as listed in The Act. Members of the Board are representative of, but not limited to, citizens with an interest in and experience with local government, business, the use and development of land, agriculture, forestry and the protection of water quality. Gregory C. Evans represents the localities within the Northern
Virginia Regional Commission, Planning District 8. Mr. Evans is a Senior
Associate at Booz Allen Hamilton. He serves as the Director of the Northern
Virginia Soil & Water Conservation District Board and participates in
the Chesapeake Bay Restoration Fund Advisory Committee and the Governor's Natural
Resources Partnership Committee. He has received numerous state and national
awards. He has a B.S. from Bryant College, RI and an MBA from George Washington
University, DC. His term runs to 2012.
John J. Zeugner represents the localities within the Richmond Regional Planning District Commission, Planning District 15. Mr. Zeugner is a consultant in urban planning and design with New Paradims Planning and is an active participant on many local boards, such as Richmond Recreation and Parks Foundation, Richmond Sierra Club, Scenic Virginia and the Virginia Conservation Network. He has a B.A. in Architecture and a Masters in City Planning from Georgia Tech. His term runs to 2010.
Rebecca L. Reed represents the localities within the
George Washington Regional Commission,
Planning District 16.Ms. Reed is a retired attorney. She is a former member of the Stafford
County Board of Supervisors and serves on the Executive Committee of the
Friends of the Rappahannock. She holds a B.A. degree for the University
of North Carolina at Greensboro and a J.D. degree from American
University's Washington College of Law.
Her term runs to 2011.
William E. Duncanson represents the localities within the Northern Neck Planning District Commission, Planning District 17. Mr. Duncanson is currently the County Administrator for Richmond County, and also serves on the Board of the Northern Neck Chesapeake Bay Region Partnership. He is a graduate of Virginia Commonwealth University (B.S. Biology). His term runs to 2011.
Donald W. Davis, Chairman, represents the localities within the Middle Peninsula Planning District Commission, Planning District 18. Mr. Davis is a Civil Engineer and certified Land Surveyor for Davis & Associates in Yorktown, Virginia. Mr. Davis graduated from Old Dominion University and makes his home in Mathews County, Virginia. His term runs to 2010.
Richard B. Taylor, represents the localities within the Crater Planning District Commission, Planning District 19. Mr. Taylor is
the Government Relations Manager for the Virginia Housing Development
Authority. He has served on the Appomattox River Soil and Water
Conservation District for the past 19 years and is a past two term
member of the Board of the Virginia Department of Forestry and served a
term on the Virginia Scenic Rivers Board. He is a graduate of the
University of North Carolina, Chapel Hill. He's currently known as the
"father" of the Friends of the Lower Appomattox River and is deeply
involved and committed to creating a Regional Greenway and Blueway trail
and park system from Dinwiddie County to the City of Hopewell. He's a
lifelong resident of Petersburg. His term runs to 2010.
Beverly Harper represents the localities within the Accomack-Northampton Planning District Commission, Planning District 22. Ms. Harper is a consultant with Bay Environmental Services in Northhampton County, Virginia, and was formerly with the Northampton County Planning Staff. She has a Bachelor of Science in Engineering Technology from Fairmont State College, West Virginia. Her term runs to 2008.
Barry L. Marten represents the localities within the peninsula area of the Hampton Roads Planning District Commission, Planning District 23. Mr. Marten, now retired, was Manager, Facilities Services and Environmental Affairs at Siemens VDO Automotive Corporation in Newport News and is a resident of James City County. He is Past-Chairman and a member of the James River Association’s Board of Directors. Mr. Marten holds undergraduate and graduate degrees in Chemistry from Western Illinois University. Mr. Marten's term runs to 2012.
Charles B. Whitehurst, Sr. represents the localities within the southeastern area of the Hampton Roads Planning District Commission, Planning District 23. Mr. Whitehurst is retired, but is active in many volunteer organizations. He has served on Portsmouth's City Council and been a Commissioner on both the Hampton Roads Planning District Commision and the Hampton Roads Transit . He holds a B.S, from Norfolk State and a graduate degree from the University of Colorado at Boulder. His term runs to 2011.
